Special Event Permitting
The City of Crowley requires a Special Event Permit for temporary events, gatherings, or organized activities on any city street, public property, private property, or in any city park, building, or other facility, when an organized activity is conducted which involves one or more of the following factors
(1) Closing of a public street, sidewalk, or alleyway or interference with the normal flow of pedestrian or vehicular traffic;
(2) Blocking or restricting public property;
(3) Blocking or restricting access to private property of others;
(4) Use of pyrotechnics, special effects or other potentially dangerous displays or actions;
(5) Use or display of animals, vehicles, aircraft, or watercraft;
(6) Sale or service of merchandise, food, or nonalcoholic and alcoholic beverages on public and private property where otherwise prohibited by ordinance;
(7) Admission fees or ticketed events such as tournaments, parties, concerts, etc.
(8) Installation of a stage, band shell, vehicle(s) of any kind, trailer, van, portable building, booth, grandstand, or bleachers on public or private property where otherwise prohibited by ordinance;
(9) Placement of portable toilets on public or private property where otherwise prohibited by ordinance;
(10) Placement of barricades in a public right-of-way;
(11) Amplification of music, voices, sounds, or activities that can be heard on public property or on the private property of others;
(12) City staff, in consultation with the city manager or assistant city manager, reasonably determines that the event will result in substantial impact on city resources, facilities, or public safety services in response thereto;
(13) The need for special city services, including but not limited to, provisions of police or emergency services or provisions of special utility services.
(14) Deposit, rental or other fees must be paid before the special event. Issuance of a special event permit does not waive fees. If special event permit is denied, a refund for deposit and paid fees will be issued.
Private events that are not open to the public, such as birthday parties, family reunions, or other private gatherings held at a rented park pavilion or city facility, do not require a permit.
Events on Private Property
Events held on private property that are not open or advertised to the general public, such as those hosted by a church or business, do not require a permit. However, organizers are encouraged to notify public safety personnel of large gatherings so appropriate public safety planning and emergency response preparations can be made.
Submitting an Application
You will need to submit an application to the city secretary at least 60 days prior to the event to obtain City Council approval.
Liability Policy
An applicant for a special event must provide proof of comprehensive general liability insurance in the minimum amount of $1,000,000.00 to protect the city against loss from liability imposed by law for damages on account of bodily injury and/or property damage arising from any aspect of the special event. Such insurance shall name the city, its officers, employees, agents and, if required, any other public entity involved in the special event, as additional insured on a separate endorsement maintained for the duration of the special event.
