Accessory Building Permits

The applicant must submit a plan with the application showing where the accessory building will be installed on the property, the distance from the property lines, and the distance from existing buildings.

The accessory building must be a minimum of 5 feet from any property line and 10 feet from any building.

The application must also include information about the height and size of the accessory building.

If the accessory building is a storage shed, homeowners can draw the plans themselves; they do not have to hire a professional to draw up plans.

For larger or more permanent structures such as detached garages or barns, however, or any building that will be occupied, professional plans must be submitted.

Are there rooms available for weddings, receptions or parties?

Yes, there are three rooms available for rental, they can be used individually or in a combination up to all three rooms. Additionally, there is a catering kitchen for your needs. Please contact the Crowley Recreation Center at 817-297-2201 ext. 7000 for details.

Can I pay my spouse's citation?

No, only the person who received the citation or his/her attorney can enter a plea on the citation.

However, once a plea has been entered, an arrangement can be made, allowing anyone to make a payment.

Can I take care of my citation from another city here?

No, we can only address Crowley citations.

Certificates of Occupancy

Certificates of occupancy are paid at the time of the application.

The application must include a copy of the lease and the asbestos survey form/ acknowledgment.

The asbestos survey acknowledgment form is part of the c.o. Application.

The C.O. requires two inspections – one by the building inspector and one by the fire department.

The permit office will schedule the building inspection.

The fire marshal will schedule the fire department inspection directly with the applicant.

The inspection should be scheduled within 15 days of applying for the C.O. The application expires 15 days after submittal. 

Contractor Registration

The City requires any contractor who is doing work requiring a permit to register with us.

Contractors must provide a copy of their state license (if applicable), a driver’s license, and a copy of their insurance.

Demolition permits require plan review. An asbestos survey must be included with the application.

Do contractors have to register with the city of Crowley?

Yes, all electrical, plumbing, and mechanical contractors must register with the city of Crowley to do work in Crowley. The annual registration fee for mechanical contractor masters is $100. Re-registration (if registered the prior year) is $50. There is no registration fee for plumbing and electrical contractors.

Do I need to get permission from the city to use a pavilion at any of the parks?

Crowley's city parks are open to the public daily, but the pavilions at each park may be reserved for a fee. Contact the Crowley Recreation Center at 817-297-2201 ext. 7000 for details.

Do my animals have to be registered with the City of Crowley?

Your pet is not required to be registered with the City of Crowley.

Does Code Enforcement handle abandoned vehicles parked on the street?

No. Code Enforcement only handles vehicles on private property. For abandoned vehicles parked on a city street or highway, please contact the Crowley Police Department at 817-297-2276.

Does the Fire Department Respond to Medical Emergencies?

Yes. The Crowley Fire Department utilizes a fire-based EMS System and all of our firefighters are also certified medical professionals. Any time you call 9-1-1 for a medical emergency, you will have an ambulance (and often a fire apparatus) respond to your location with certified paramedics who have been trained and are signed off to work under the authority of a physician specialized in emergency medicine. 

Fence Permits

The permit application should include a plan or drawing of where the fence will be installed on the property.

The application/ plan should also include information showing the height of the fence and the materials.

The maximum fence height is 8 feet. If the applicant is replacing an existing fence and the replacement is less than 50% of the total existing fence, then a permit is not required.

The plan can be sketched out by the applicant. However, for retaining walls 4 feet or more in height, engineered plans are required. 

How can I get public information?

To disconnect your service you will need to either come into our office and fill out the disconnect paperwork or you may go online through your secured account and submit a disconnect that way. *Disconnects can not be scheduled for same-day, after-hours, weekends or holidays.

How do I get my water restored?

If your water has been disconnected for nonpayment you must pay the past-due balance as well as a $20 reconnect fee to have services restored during normal operation hours. The fee for after hours Monday-Friday is $30, and for weekends and holidays it is $40.

How do I obtain a copy of the City Council agenda?

The agenda is visibly posted at the City Hall entrance doors, or you can view a copy of the agenda on our website after 5 p.m. on the Monday before a regular-scheduled council meeting. A hard copy can be provided upon request from the City Secretary's Office prior to the meeting. Copies are also available on the night of the City Council meeting.

How do I obtain public information or records?

To activate the Open Records Act, you must submit a written request to the Office of the City Secretary. For your convenience, you may complete our Public Information Request form provided on the website.

How do I request an Extension on my water bill?

You are not eligible for an extension until your water bill is past due. You may request an extension in person at our office (ID is required for verification) or you may login to your secured account online and submit a request for an extension. Please note that the City of Crowley only allows up to 3 extensions per year.

How is my bill calculated?

Water, sewer, trash, and stormwater rates are available on the city website. Water and sewer service is charged a minimum amount or base rate to provide the service each month. Water is billed on a tiered system. The price per thousand gallons of water increases based on the amount of water you are using. A customer using 12,000 gallons of water or less is not billed at the higher rate. Sewer is charged a flat rate per one thousand gallons and is capped at 12,000 gallons for residential customers. Trash and stormwater are a flat monthly fee for residential accounts. 

How is my property zoned?

Each parcel of land within the corporate limits of the city of Crowley is situated within a particular zoned district. The official zoning map is available for inspection in the Community Development Department at City Hall. However, a link has been provided for your viewing.

How long does it take to get a permit?

Some permits are available at the time the permit is filed and fees are paid. However, new construction or remodeling may take 2-3 working days to be reviewed. Commercial permits may take up to 10 working days for review.

How many animals are allowed in my household?

Per Sec. 10-81 of the Crowley Code of Ordinances; no more than three dogs and cats shall be housed, kept, harbored or permitted on or in any private dwelling or premises.

How much does it cost to print or send a fax?

Black and white prints are 10 cents a page
Color prints are $1 a page
Local faxes are 25 cents a page

I filled a pool this month. Will I be charged for sewer?

City of Crowley bills sewer based on the customer’s water usage. Sewer is capped at 12,000 gallons for residential accounts. Customers are billed sewer for all water used up to 12,000 gallons.

I have received a warning notice on my door and my time is up. Can I get an extension of time to correct my violation(s)?

It may be possible, but you will need to contact the code enforcement officer who issued you the warning. The contact information will be on the warning notice.

I need to have my water turned off so I can repair a leak (i.e., dripping faucet, running toilet)?

Monday-Thursday, 7:30 a.m.-5:30 p.m., and Friday, 7:30 a.m.-11:30 a.m., please call Utility Billing at 817-297-2201 ext. 1010 or ext. 1020, or Public Works at 817-97-2201 ext. 3200. All repairs must be completed by 4 p.m. in order for the water to be reconnected on the same day.

I was out of town and did not use any water according to the readings on my water bill. Why am I still receiving a bill?

The City of Crowley charges a minimum bill to all customers with an active water account. The base rates for each service can be found on the city website. This is the minimum charge required by the city to have an active account and goes toward operating costs to maintain the water and sewer lines for the city. If you are gone for an extended period of time (more than 30 days), you may contact our office and request to put your account on hold. There is not a charge to put an account on hold, however, water is turned off at the meter and those services are not available until you notify us to reactivate your account.

If I have an existing electric/gas water heater in or accessible from the garage, and need to replace it, must I get a permit and must I raise it 18 inches above the floor?

Yes, codes have been changed to prevent accidents. The water heater thermostat energizes the heating element when the water temperatures within the tank fall below a certain selected level. At the instant, the thermostat activates a spark result. This spark is a source of ignition for flammable or combustible vapors (i.e., gasoline) that may have accumulated along the floor of the garage. The 18-inch elevation is intended to keep ignition sources above these vapors that are heavier than air and settle to the garage floor. The permit is to ensure the water heater has been installed properly.

For any kind of medical emergencies, please call 9-1-1. If you have fallen and are not injured or in harms way and just need help getting back up, please call the non-emergency dispatch number at (817) 297-2276 and the fire department will come assist you up!

Inspections

Call 817-297-2201 ext. 3020 by 4 PM to have inspections scheduled for the next business day.

We do not set appointments. The customer may leave a phone number to have the inspector call approximately 30 minutes before arriving at the location.

The inspector will leave an inspection sheet at the job site noting whether the inspection passed or failed. 

Is a permit required for a garage sale, fence or accessory building?

Yes, regulations limit the number of garage sales allowed each year. The location, height, and sizes of fences and accessory buildings are also regulated.

Building Permit Application

My bill is higher this month but my habits have not changed. Why has my bill gone up?

The City of Crowley bills based on the amount of water that has gone through your meter. If your bill has increased but you are not sure why you can contact our office to have someone come out and check your meter to see if it indicates that you have a leak. If you have an irrigation system you may want to check the settings and walk the property for any soft spots in the yard. Sometimes, if a toilet gets hung up and runs this can also cause a high-use bill. You can check for a toilet leak by removing the lid from the back of the tank and putting blue food dye in the water. Don't flush the toilet and see if the blue color moves from the top tank portion down to the bowl. If the color moves from the tank portion down to the bowl then you definitely have a toilet leak which can raise the bill quite easily. The utility billing office provides toilet dye kits at our counter free of charge. 

My sewer backed up, what do I do?

My street light is out. Whom do I call to get it repaired?

Street lights are maintained by Oncor Electric Delivery. For street light service or maintenance, please call Oncor Electric Delivery at 888-313-4747. You can also call Crowley Public Works at 817-297-2201 ext. 3200.

Plats

Beginning in 2021, plats are only accepted on a specific application date (see Planning-Zoning for application schedule). Plats submitted on other dates will not be accepted. The only exception to this is minor plats, which can be accepted on any date. 

Applications should include the following:  

  • An application signed by the applicant.
  • If the applicant is not the owner, the application should also include a notarized letter/statement from the owner authorizing the applicant to plat the property.
  • Four full-size folded copies of the plat drawing. 
  • Official tax certificates from the tax assessor-collector’s office showing no taxes are owed. Receipts from the tax assessor-collector’s office and photocopies will not be accepted.
  • Preliminary plats require preliminary engineering plans.
  • Final plats should have engineering plans already approved.

Please note: Planning staff will review the application for completeness and will notify the applicant when it is determined that the application is complete. Accepting the plat application at the front counter does not mean the city has determined the application is complete and does not guarantee placement on the next available Planning and Zoning Commission Agenda. 

Signs, Temporary

Temporary sign permits can be issued without plan review. Portable signs can be a maximum of 50 square feet and 8 feet in height. If more than one sign is at the same address, the signs must be at least 150 feet apart. Signs must be at least 20 feet from the right of way. Each sign can only be up for 30 days and must be down for 60 days before it can be put back up.

Portable off-premises signs can be up for 90 days, with 30 days between signs being up. The property owner must give permission in order for the sign to be installed.

Portable signs are not permitted in the Downtown Overlay District but are being allowed temporarily during Main St construction. Main St construction is expected to last until December 2021.

Banners can be up for a period of 30 days, up to 3 times per year, with at least 45 days between each 30-day period.

There is a pothole in my street. Whom do I call to get it repaired?

There is dirt and debris on or in my meter box. How is the city reading my meter? Are they estimating usage?

The City of Crowley does not estimate water use. All meters are read each month and recorded in our system. The meters are read electronically with a drive-by system using radio frequency to collect the readings. The antenna is able to pick up readings from several streets away. A small percentage of meters are read through cellular data from City Hall. The readings are sent over in real-time and it is not necessary for city personnel to drive by the meter.

Call the Crowley Police Department at 817-297-2276. They will dispatch our "on-call" Public Works person to turn off your water so you may make repairs. Note: If it is NOT an emergency, an after-hours service call may be charged to your water account.

What do I need to get a library card?

A resident of Crowley may obtain a free membership by presenting a valid government-issued form of identification and utility bill.

Non-residents may obtain membership by presenting a valid government-issued form of identification, a utility bill, and paying an annual Non-Resident Fee of $15 for a library card. Family memberships may be purchased for $30. See staff for more details.

We accept cash, personal checks, cashier's checks, money orders, credit cards. You can also pay online.

What information will I need when requesting a building permit?

Complete the application, including contractor's name and address, owner's name and address, project address, and drawings. Applications are submitted to the Building Official for review and/or approval. Once approved, permits are issued. All projects are filed by address.

What is considered to be high grass or weeds?

Any person in control of property commits an offense if grass and/or weeds are permitted to grow to a height in excess of 12 inches.

What is the cost of new service and what do you need?

Deposit - $135 (refundable upon closing account) Service Charge - $15 (non-refundable).  Bring the application or fill one out at City Hall. We will need to make a copy of your driver’s license and see proof of residencies such as a lease agreement or ownership documents.  The deposit and service charge is due with the application.

When are the City Council meetings held?

Whom do I call before I dig?

First, please check with the Permits Department at 817-297-2201 ext. 3000 to see if you need a permit for your project. After you have contacted the Permits Department and obtained the proper permit, please call Dig-Tess at 800-344-8377 for all utilities except water and sewer. Please note that there is a 48-hour notice requirement for line locates. If you have any additional questions, please contact Public Works Administration at 817-297-2201 ext. 3200.

Whom do I call if I have some tree limbs and/or brush that I need to dispose of?

You can dispose of small diameter tree limbs and/or brush with your regular trash pick-up. If the limbs and/or brush cannot be put in the regulation containers, it should be placed in bundles (not to exceed 48 inches in length) or disposable containers, not to weigh more than 50 pounds each, and placed on the curb on the second regularly scheduled day of collection. The Tarrant County Tax Office handles the collection of property taxes for the City of Crowley. Please contact TCTO at 817-884-1100.

Why is my water bill the same amount each month even though my habits are not exactly the same?

Customers are only billed in thousands of gallons. All of the numbers past the thousands place are dropped and customers are not charged for that usage until they move to the next thousand gallons. Essentially, we round down to the nearest thousand. In that respect, it is quite common to use within 1,000 gallons of the same user each month as most of us have the same daily habits. The city does not record usage in hundreds or tens of gallons in our billing software.
