Capital Improvement Plan - Water and Wastewater Impact Fees

Pursuant to Local Governmental Code Chapter 395, the city established a Capital Improvement Plan for Water and Wastewater Impact Fees in accordance with procedures required by Subchapter C.  In accordance with Local Government Code Sec. 395.052, the political subdivision imposing an impact fee must update the Capital Improvement Plan (CIP) at least every five years.  The city contracted with a Teague, Nall and Perkins, Inc, a qualified professional engineering firm, to develop a Capital Improvement Plan for water and wastewater impact fees.

On Aug. 2, 2018, City Council received the proposed Capital Improvement Plan for 2017-2027 and passed Resolution No R08-2018-301 setting the date, time, and place to hold the Public Hearing to consider inputs.

On April 6, 2017, City Council passed Ordinance 04-2017-298 establishing and appointing the Capital Improvement Advisory Committee.  The committee meet on August 13, 2018, to review the proposed 2017-2027 Capital Improvement Plan.  On Aug. 27, 2018, the committee submitted comments on the plan to City Council.

On Sept. 6, 2018, a Public Hearing was held at which the public was given the opportunity to give testimony and present evidence concerning the proposed amended 2017-2027 Capital Improvement Plan. 

City Council passed Ordinance 09-2018-342 adopting the 2017-2027 Capital Improvement Plan for Water and Wastewater Impact Fees.
