The Texas State Legislature passed House Bill 3492, which pertains to the authority of municipalities to impose specific value-based fees. This legislation prohibits cities from determining application, review, inspection, or other associated fees for the construction or enhancement of public infrastructure for a subdivision lot based on the project's cost or value. The effective date of this bill was September 1, 2023.

Previously, the City levied a 4 percent inspection fee that was calculated based on the project's value. The revised rates will now align with the actual service costs charged by a third-party provider. Inspection fees will be set at $250.00 per hour, and "after-hours" service will be priced at $350.00 per hour, with a minimum service duration of one hour.
